Please Remove Illicit Sewer Connections
Dear HMUA Sewer Customer,
As you are aware, the Hackettstown Municipal Utilities Authority has been forced to raise sewer rates over the past few years due to increases in operating costs. One major factor in the cost to operate in the system is the flow rate through the collection system and wastewater treatment plant. Simply put, the greater the flow, the more costs associated with conveying, treating and disinfecting the wastewater prior to discharge into the Musconetcong River.
It is critical that discharge into the wastewater collection system be limited to only wastewater, and not include groundwater and/or stormwater, also known as I&I (infiltration & inflow). The HMUA works diligently to identify and repair cracks in manholes and sewers where I&I can enter. However, stormwater and groundwater can also enter into the system through illicit connections by property owners who direct sump pumps, floor drains, roof leaders and landscape drains into the system. Inspections in several areas have indicated there are properties that have one or more of these illicit connections. As previously stated, this results in extra flow and ultimately increased sewer charges to all HMUA customers.
HMUA’s Rules and Regulations prohibit these illicit connections as per Section 307. PROHIBITED CONNECTIONS & DISCHARGES…
“A Customer shall not contribute under any circumstances the following substances to the Authority’s treatment works…
L. Any storm water, surface water, groundwater, roof runoff, subsurface drainage, cooling water or unpolluted industrial process water. Therefore, the connection of floor drains, area drains, yard drains, rain conductors or downspouts, sump pumps, storm water inlets or catch basins are prohibited.”
The HMUA Rules and Regulations further provide for a fine up to $100/day as per Section 119. PENALTIES FOR VIOLATIONS.
Because of the above, we call upon all customers to remove any and all illicit connections to the wastewater collection system immediately. The HMUA has plans to implement smoke testing in the coming months to pinpoint specific connections to the system that may still be connected. Be advised that fines may be issued as appropriate.
